รัฐบาลจีนเตรียมจัดตั้งหน่วยงานพิเศษตามลำดับขั้นต่างๆ เพื่อดำเนินงานตามแผนต่อต้านการก่อการร้าย หลังจากที่ทางการจีนไฟเขียวกฎหมายต่อต้านการก่อการร้ายเป็นครั้งแรกเมื่อวานนี้
กฎหมายที่ว่านี้กำหนดเงื่อนไขไว้ว่า ทางการจีนจำเป็นต้องก่อตั้งหน่วยงานพิเศษในระดับประเทศเพื่อดำเนินงานตามแผนต่อต้านการก่อการร้าย

กระทรวงกลาโหมรัสเซียเปิดเผยว่า ยังไม่สามารถถอดรหัสเครื่องบันทึกข้อมูลการบินของเครื่องบินรบ Su-24 ที่ถูกตุรกียิงตกได้ เนื่องจากไมโครชิปของเครื่องได้รับความเสียหาย
"การถอดรหัสข้อมูลจากตัวไมโครชิปยังไม่สามารถทำได้ในขณะนี้ เนื่องจากเกิดความเสียหายภายในอุปกรณ์ และเรากำลังพิจารณาขอความช่วยเหลือจากสถาบันวิทยาศาสตร์ที่มีความเชี่ยวชาญพิเศษของรัสเซีย เพื่ออ่านข้อมูลดังกล่าว" นายเซอร์เก ไบเมตอฟ ผู้อำนวยการสำนักงานควบคุมความปลอดภัยการบินของกระทรวงกล่าว

-- แหล่งข่าวในกรุงคาบูล ประเทศอ้ฟกานิสถานเปิดเผยว่า จรวด 2 ลูกที่กลุ่มหัวรุนแรงยิงเข้ามาที่กรุงคาบูล เมืองหลวงของประเทศ ตกในบริเวณย่านสถานทูตใจกลางเมืองเมื่อคืนนี้ และสร้างความตื่นตระหนกให้ประชาชนในพื้นที่

เจ้าหน้าที่เปิดเผยว่า "จรวดดังกล่าวตกใกล้กับจตุรัสแซมบัค และเกิดระเบิดเสียงดัง โดยขณะนี้กองกำลังความมั่นคงกำลังดำเนินการตรวจสอบ และวิตกว่าอาจมีผู้เสียชีวิตหรือได้รับบาดเจ็บจากเหตุการณ์ดังกล่าว ซึ่งเกิดขึ้นเมื่อเวลาประมาณ 21.00 น. ตามเวลาท้องถิ่น"

รายงานข่าวจากทำเนียบ ระบุว่า ในการประชุมคณะรัฐมนตรีวันนี้ พล.อ.ประยุทธ์ จันทร์โอชา นายกรัฐมนตรี และหัวหน้าคณะรักษาความสงบ(คสช.) จะเป็นประธาน โดยที่ประชุมครม.จะได้มีการหารือถึงการแถลงผลงานของรัฐบาลในรอบ 1 ปี ที่ปรับลดจำนวนวันแถลงลงจากเดิมที่จะแถลง 3 วัน คือ วันที่ 23-25 ธ.ค.58 มาเหลือเพียงวันเดียวคือวันที่ 23 ธ.ค. เพื่อให้เกิดความกระชับ ซึ่งการแถลงนโยบายรายกระทรวงนั้นจะได้มอบหมายให้รัฐมนตรีของแต่ละกระทรวงแถลงผ่านรายการเดินหน้าประเทศไทยตั้งแต่ 23 ธ.ค.58-13 ม.ค.59
สำหรับการประชุม ครม.วันนี้ มีวาระการพิจารณาที่น่าสนใจ ได้แก่ กระทรวงการคลัง จะเสนอที่ประชุมครม.เพื่อพิจารณาอนุมัติให้ธนาคารออมสินปล่อยสินเชื่อเพื่อเพิ่มสภาพคล่องให้ผู้ประกอบการขนาดกลางและขนาดย่อม(SMEs) อีก 5 หมื่นล้านบาท จากก่อนหน้านี้ได้ให้สินเชื่อตามโครงการดังกล่าวไปแล้ว 1 แสนล้านบาท โดยเป็นการปล่อยสินเชื่อผ่านไปยังธนาคารพาณิชย์ และให้ธนาคารพาณิชย์เป็นผู้พิจารณาปล่อยกู้ให้ SMEs อีกที ซึ่งจะคิดดอกเบี้ยไม่เกิน 4% ต่อปี

พร้อมกันนี้ กระทรวงการคลัง จะเสนอให้ที่ประชุม ครม.พิจารณา ร่าง พ.ร.บ.กองทุนเพิ่มขีดความสามารถในการแข่งขันสำหรับกลุ่มอุตสาหกรรมเป้าหมาย พ.ศ. ...) ซึ่งกองทุนดังกล่าวนี้มีมูลค่า 1 หมื่นล้านบาท วัตถุประสงค์ของการจัดตั้งกองทุนนี้ เพื่อเพิ่มขีดความสามารถในการแข่งขันสำหรับกลุ่มอุตสาหกรรมเป้าหมาย ซึ่งได้เพิ่มสิทธิประโยชน์ให้แก่ผู้ประกอบการมากกว่าที่สำนักงานคณะกรรมการส่งเสริมการลงทุน(บีโอไอ) มีให้ในปัจจุบัน ชุดกระชับสัดส่วน

นอกจากนี้ กระทรวงการคลัง จะเสนอให้ที่ประชุมครม.พิจารณาแผนยุทธศาสตร์การพัฒนาโครงสร้างพื้นฐานระบบการชำระเงินแบบอิเล็กทรอนิกส์แห่งชาติ(National e-Payment Master Plan) ด้วยการวางระบบชำระเงินในประเทศให้เป็นระบบเดียวกัน เพื่อให้นำบัตรประชาชน บัตรเครดิต บัตรเดบิต การเติมเงินในระบบมือถือใช้ในการชำระสินค้า เพื่อลดการใช้เงินสดเหมือนกับต่างประเทศ และจากนี้ไปเมื่อธุรกิจยื่นขอจดทะเบียนกับกระทรวงพาณิชย์กว่า 2 ล้านร้านค้าต้องมีเครื่องรับชำระเงิน

กระทรวงการคลัง ยังได้เตรียมเสนอที่ประชุม ครม.พิจารณาแนวทางแก้ไขปัญหาหนี้สินครู ตามข้อเสนอของธนาคารออมสิน ชุดกระชับ

กระทรวงเทคโลโนยีสารสนเทศและการสื่อสาร(ไอซีที) จะขอความเห็นชอบจากที่ประชุม ครม.ถึงแผนงาน/โครงการและงบประมาณในการดำเนินการ ภายใต้โครงการขับเคลื่อนเศรษฐกิจและสังคมดิจิทัล รวมทั้งรายงานผลการจัดประมูล 4G คลื่นความถี่ 900 MHz ที่สำนักงาน กสทช.ได้จัดประมูลเสร็จสิ้นไปเมื่อสัปดาห์ที่ผ่านมา โดยได้เม็ดเงินจากการประมูลรวมกว่า 1.5 แสนล้านบาท ซึ่งรัฐบาลจะเตรียมนำเงินดังกล่าวมาใช้จ่ายในโครงการสำคัญๆ และเป็นประโยชน์ต่อการพัฒนาเศรษฐกิจของประเทศต่อไป

กระทรวงพาณิชย์ จะเสนอให้ที่ประชุม ครม.เห็นชอบการขยายระยะเวลาโครงการนำร่องระบบรับรองถิ่นกำเนิดสินค้าด้วยตนเองของอาเซียน โครงการที่ 1

กระทรวงเกษตรและสหกรณ์ จะเสนอที่ประชุม ครม.เพื่อขอพิจารณาอนุมัติงบประมาณเพื่อดำเนินโครงการชดเชยให้แก่เกษตรกรชาวสวนยาง

กระทรวงมหาดไทย เสนอของขวัญปีใหม่ ภายใต้แนวคิด "มหาดไทยบำบัดทุกข์ สร้างสุข ทั่วไทย" จำนวน 17 โครงการ โดยส่วนใหญ่จะเน้นการให้บริการและอำนวยความสะดวกให้กับประชาชนในช่วงเทศกาลปีใหม่

กระทรวงคมนาคม จะเสนอที่ประชุมคณะรัฐมนตรี เพื่อขอผ่อนผันยกเว้นมติ ครม.เมื่อวันที่ 15 ธ.ค.30, วันที่ 23 ก.ค.34, วันที่ 22 ส.ค.43 และวันที่ 17 ต.ค.43 เพื่อใช้ประโยชน์ในเขตพื้นที่ป่าชายเลน (สำหรับดำเนินโครงการก่อสร้างสะพานข้ามคลองดู ต.แหลมสน อ.ละงู จ.สตูล

กระทรวงศึกษาธิการ ขออนุมัติเปลี่ยนแปลงรายการและเพิ่มวงเงินรายการผูกพันข้ามปี พ.ศ.2557-2558 (วิทยาลัยการอาชีพวังไกลกังวล 2 และวิทยาลัยอาชีวศึกษาสุราษฎร์ธานี)

สำนักงานคณะกรรมการพัฒนาการเศรษฐกิจและสังคมแห่งชาติ(สศช.) จะเสนอทิศทางและกรอบยุทธศาสตร์ของแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติ ฉบับที่ 12 (พ.ศ.2560-2564)

สำนักงานป้องกันและปราบปรามการฟอกเงิน(ป.ป.ง.) จะขอยกเว้นการดำเนินการตามมติคณะรัฐมนตรีในการนำเงินนอกงบประมาณไปใช้ในการบรรจุแต่ตั้งเจ้าหน้าที่เพื่อปฏิบัติงานในหน่วยงาน

สำนักงานสถิติแห่งชาติ จะเสนอวาระเกี่ยวกับผลสำรวจความนิยม 2 ผลสำรวจ โดยผลการสำรวจแรก เป็นการสำรวจความคิดเห็นของประชาชนเกี่ยวกับของขวัญปีใหม่ที่ต้องการจากรัฐบาล พ.ศ.2558 และอีกชิ้นเป็นผลการสำรวจความคิดเห็นของประชาชนต่อการบริหารงานของรัฐบาล เพื่อเสนอให้ครม.รับทราบ
